RRHA CEO Steven Nesmith Provides Final Details of “Compassion Action” Strategy

WHO: Richmond Redevelopment and Housing Authority (RRHA) CEO Steven Nesmith will present details of a final initiative developed to address pending lease enforcement actions due to non-payment.

WHAT: RRHA’s “Compassion Action” Initiative is RRHA’s process for moving forward with evictions and lease enforcement due to non-payment of rent after lifting the temporary eviction moratorium on May 31, 2024. The strategy combines empathy when looking at RRHA residents in public housing facing lease enforcement action, but also takes decisive action if rental obligation are not fulfilled.

WHY: Approximately sixty percent of residents living in RRHA’s public housing communities have rent arrearages. In our operation as a landlord overseeing and maintaining income-based housing, RRHA’s regulator, the United States Department of Housing and Urban Development calls for the eviction prevention and enforcement of the lease agreement entered into by RRHA and the signing resident. Rent provides operating dollars for the Agency to continue to exist and provide the services it gives.
